Local Board of Appeal and EqualizationThe Local Board of Appeal and Equalization is a City Council appointed board consisting of five residents with real estate backgrounds. The Board arbitrates disputes between property owners and the City concerning property class or market value assessments. The Board has the authority to decrease, sustain or increase the market value of a property. Note: The Board of Review acts as the state-mandated Local Board of Appeal and Equalization for the City pursuant to Section 7.04 of the City Charter.
Meeting location, schedule, agendas, minutesMeetings are typically the second and fourth Wednesdays in April, with an orientation meeting during the first week of April. Meetings are held in the Council Chambers, located in Civic Plaza, 1800 West Old Shakopee Road.
Duties and responsibilitiesLocal Board of Appeal and Equalization The purpose of the Board shall be to conduct hearings and to make final property classification and assessment determinations. Section 2.81 of the Bloomington City Code charges the Local Board of Appeal and Equalization (Board of Review) with the following duties:
