Project description: The applicant is proposing to construct a 10-story, 257 room Hampton Inn and Suites hotel and a future 10-story, 255,000 square foot office building in two phases. The hotel/office development will be served by 1,198 structured and surface parking spaces, including 171 proof-of-parking spaces potentially available in future Level G of the shared parking ramp. The existing two platted lots will be re-platted into a new lot for the hotel and an outlot for the Phase II 8100 Tower.

The applicant is requesting a rezoning from C-4, Freeway Office District, to C-4(PD), Freeway Office District Planned Development; a Preliminary Development Plan for the Hampton Inn and Suites and the 8100 Tower; and a preliminary and final plat.

Project description: A new 2-story, 37,200 square foot office building is proposed on the site of the former Cattle Company restaurant. The restaurant has been demolished, but the foundation remains in place. The new office building and parking lot will be roughly in the same location as the previous building and parking lot, although the new building will extend further east. The adjacent lot to the north include 19 parking spaces that have, and will continue to be used for shared parking with the Park Plaza hotel just north of the site.

The site has some environmental conditions that complicate development. These include a high water table and a deep layer of peat. A Phase 1 environmental report has been ordered. There may also be a wetland located west of the property. A wetland delineation has been ordered.

Stormwater management will be challenging. The redeveloped site will provide a net decrease in impervious surface. A rain garden is proposed to retain and treat runoff.

Some deviations from Code development standards are proposed, including: building setback from the rear lot line (the common lot line with the adjoining parcel); and parking lot setback from the possible future right-of-way for W. 78th Street Circle. In addition, the parking on the adjacent lot is needed to achieve the total number of code required spaces. This is proposed to be shared parking.
