5100 West 82nd Street - The Richdale GroupEnvironmental Assessment Worksheet (EAW)NOTICE OF PUBLIC INFORMATIONAL MEETING When: Thursday October 18, 2007 5:30 - 7:00 PM (formal presentation between 5:30 and 6:00) Where: City Council Chambers, Bloomington Civic Plaza 1800 W. Old Shakopee Road Subject: Environmental Assessment Worksheet (EAW) prepared for the proposed development (Richdale Group) at 5100 West 82nd Street What: The Richdale Group and City staff will present an overview of the EAW for the proposed development at 5100 West 82nd Street. Meeting attendees will have the opportunity to ask questions and express concerns or comments regarding the EAW Background The Richdale Group submitted a development application proposal to construct 418 "upscale" rental apartment units in two buildings with two associated parking ramps on a 9.6-acre site located at 5100 W. 82nd Street. The property currently contains a vacant office/warehouse/manufacturing building former used by Seagate. The development application includes requests for a comprehensive plan amendment and rezoning to allow multiple family residential development, a preliminary development plan, and a preliminary and final plat. The proposed number of residential dwelling units exceeds the threshold of 375 attached units, mandating an Environmental Assessment Worksheet (EAW). The City Council must determine the adequacy of the EAW before taking final action to approve the associated development application. Such action cannot be taken until after the required 30-day review period during which several Regional, State, and Federal agencies and the general public may review and provide comments on the EAW. On September 10, 2007 the City Council authorized submittal of the draft EAW to the Environmental Quality Board (EQB) for publication in the September 24, 2007 EQB Monitor. Written comments on the draft EAW will be accepted through Wednesday October 24, 2007 and can be addressed to:
