Master Plan Update
Master Plan Approved by City Council
On June 7, the Bloomington City Council conducted a public hearing on the final draft of the
Hyland-Bush-Anderson Regional Park Reserve Master Plan. After taking public testimony, the
Council voted unanimously to approve the Master Plan. On June 17 the Three Rivers Park
District Board also approved the Master Plan. The Master Plan will now be submitted to the
Metropolitan Council for final approval.
The Park Reserve Master Plan provides guidance and direction for park improvements, natural
resource management and future acquisition as well as park operations and management.

Hyland-Bush-Anderson Lakes Regional Park Reserve provides a broad spectrum of natural
resource-based recreational opportunities and facilities that have been developed jointly by
Three Rivers Park District and the City of Bloomington.
The new Master Plan will continue to balance the park's scenic and natural beauty with desires
for recreation, nature study, trails and other park uses. As a Regional Park Reserve, at least
80 percent of the park must be maintained in a natural state allowing up to 20 percent to be
developed for active recreation uses.

May - June, 2009: Inventory and data acquisition.

June - July, 2009: Plan framework and key plan elements.

August, 2009: Key plan elements and prepare draft plan sections. Community
open houses to identify master plan issues and opportunities.

September - November, 2009: Prepare draft master plan.

December, 2009 - January, 2010: Master plan review process.

January, 2010: Community open house - solicit public comments on draft
master plan.

February - May, 2010: Prepare final draft of master plan.

June 7, 2010: City Council approval of final draft of master plan.

June 17, 2010: Three Rivers Park District Board approval of final draft of
master plan.

August, 2010: Master plan final approval by Metropolitan Council.
