84th Street and other improvements

This project is the assembly of a number of related initiatives located, generally, along 84th Street, between Normandale Boulevard and France Avenue. The project is divided into four main categories.

  • 84th Street Sanitary Sewer Improvements (City Project 2009-501): MCES Interceptor 3-BN-499 serves a portion of northern Bloomington and southern Edina and is undersized to meet current and future needs. The City of Bloomington will lead a project to make improvements to the interceptor system on behalf of the Metropolitan Council Environmental Services (MCES) to provide additional capacity. The improvements to be designed and constructed as part of this project are:
    • New 16" Sanitary Sewer Forcemain in Stanley Road, from approximately 600' north of 82nd Street to 84th Street, then along 84th Street from Stanley Avenue to Harrison Road (just west of France Avenue).
    • Mechanical and Electrical Upgrades to MCES Lift Station 55 - Located in the SE quadrant of Normandale Boulevard and I-494.
    • New local sanitary sewer in Stanley Road and 84th Street south of 82nd Street needed to divert local flows from 3-BN-499.
  • Lift Station 9 (City Project 2009-503): MCES and the City are rerouting local wastewater from Lift Station 9 to further free up capacity of existing MCES interceptor 3-BN-499. This will involve extending the Lift Staton 9 forcemain from Morris Road to Quinn Avenue along W. 84th Street. The extension of an 8" sanitary sewer forcemain will be placed in a joint trench with the new 16" sanitary sewer forcemain.
  • Normandale Lakes District East Improvement (City Project 2009-302): The Normandale Lake District (NLD) Plan, approved at City Council May 18, 2008, outlines proposed investments in design enhancements in the NLD. Investment in public areas is a significant tool to advance an identity and image that is consistent with the overall vision established for the District. This study included a number of improvements both east and west of Normandale Boulevard to improve traffic operations. This project includes the improvements on the east side of Normandale Boulevard:
    • Re-alignment of the Stanley Road/82nd Street Curve to a 30 MPH design.
    • New Right-Turn Lane on southbound Stanley Road at 84th Street.
    • Modify the northeasterly curb radius of W. 84th Street and Stanley Road.
    • Minor geometric improvements, signal modifications and sidewalk/bikeway widening.
  • Poplar Bridge Neighborhood Study (City Project 2004-601): In an effort to address concerns from residents regarding traffic volumes and speeds on residential streets in the area, a traffic study for the Poplar Bridge neighborhood was recently completed. The study is available to view at the Poplar Bridge Neighborhood Traffic Study webpage. Result of this study provided a recommendation for improvements along 84th Street including:
    • Intersection/Signal Modifications at 84th Street/France Avenue. (City Project 2008-306)
    • Possible Traffic Management Neighborhood Entry Treatments. - City Council decided not to pursue at this time at November 24, 2008 meeting.
    • Consideration of 84th Street Lane Striping Reconfiguration. - City Council decided not to pursue at this time at the January 26, 2009 meeting.

How is the project funded?

These three categories of projects have separate funding sources. Although they all impact many of the same locations and are interrelated, the funding is appropriated from various sources including:

  • MCES Funds
  • Bloomington Sanitary Sewer Utility Fund
  • Normandale Lake District Assessments
  • State Aid funding
