I-35W Urban Partnership Agreement (UPA)

Nighttime lane restrictions and ramp closures on 1-35W start August 9

Intermittent nighttime lane restrictions on northbound and southbound I-35W, from Burnsville Parkway to I-494, will begin at 6 p.m Sunday, August 9. Nighttime operations will involve placement of the final road surface treatment (polymer modified emulsion membrane and ultrathin bonded wear course) and final installation of pavement markings. The northbound work will cover six miles and will occur first. Operations will move to the southbound lanes once all of northbound lanes are completed. The southbound work will cover four miles of I-35W.

Nighttime ramp closures (Burnsville Parkway to I-494) will also occur for paving operations on and near the I-35W entrance and exit ramps along the corridor. Northbound ramps will be closed between the hours of 8 p.m. and 5 a.m. on Monday August 10 and Tuesday August 11. Southbound I-35W ramps will be closed between the hours of 8 p.m. and 5 a.m. on Wednesday August 12, Thursday August 13 and Friday August 14.

In 2007 Minneapolis/St. Paul was one of five U.S. cities (along with Miami, New York City, San Francisco and Seattle) selected to participate in the U.S Department of Transportation's Urban Partnership Agreement (UPA) program.

The UPA program focuses on funding four strategies to reduce traffic congestion in urban areas: Technology, Telecommuting, Tolling/Congestion Pricing and Transit Enhancements. Money from the UPA will be used in the Twin Cities to reduce congestion on I-35W, Highway 77 and downtown Minneapolis.

The Minnesota Department of Transportation will be implementing improvements which include:

  • Priced dynamic shoulder lanes, similar to I-394 MnPASS on I-35W from 46th Street to downtown Minneapolis.
  • Addition of High Occupancy Toll (HOT) lane in Hwy 62 reconstruction project.
  • Conversion of High Occupancy Vehicle (HOV) lane to a HOT lane on I-35W from 66th Street to Burnsville Parkway.
  • Construction of I-35W northbound auxiliary lane between I-494 and 90th Street.
  • Construction of I-35W southbound auxiliary lane between 106th Street and Hwy 13.
  • Cedar Avenue Bus Rapid Transit between downtown Minneapolis and Lakeville.
  • Construction of additional park and ride lots north and south of Minneapolis.
  • Partnership with major employers along I-35W corridor to promote flex-time and telecommuting programs.
  • Use of additional Intelligent Transportation Systems technology.

Construction Impacts Along I-35W

Periodic lane and ramp closures along I-35W will occur.
