Poplar Bridge Neighborhood

Recently staff presented the results of the traffic study, input survey results, and TTAC’s recommendation to the City Council. Based on that information Council has decided not to install permanent entry treatments and turning restrictions at this time. Our next step is the reconstruction of the intersection of France Avenue and 84th Street, this is currently in the design phase and construction is tentatively scheduled for summer 2009. We will also be looking at reconstructing the intersection of 90th Street and France Avenue. When intersection reconstruction is complete the City Council will then decide whether or not to go forward with entry treatments/turn restrictions or choose another trial device.

Reconstruction of the intersection is being designed and planned for Summer 2009.

Trials

As directed by the City Council, the following trials will be completed, with data collection and with neighborhood surveys after each trial. Once an acceptable improvement has been found, the trials will stop and the selected alternative will be permanently constructed.

  • Turn restriction and entry treatments. – Complete
  • Single traffic diverter (151KB PDF) at the intersection of Nine Mile Creek Parkway and Poplar Bridge Road. – Post intersection construction
  • Traffic diverter’s at all three locations (155KB PDF): Nine Mile Creek Parkway/Poplar Bridge Road, Poplar Bridge Road/Poplar Bridge Curve, and Poplar Bridge Road/Kell Avenue.

 

What's been done:

Input Survey

Input surveys have been mailed out to the Poplar Bridge Neighborhood. We ask that the residents return the surveys by November 19, 2008. The purpose of the survey is to gather input from the neighborhood residents regarding the temporary turn restrictions and entry treatments.

Entry Treatments and Turn Restrictions Trial

Temporary entry treatments along with turn restrictions will be installed at the intersections of Poplar Bridge Road/90th Street and Nine Mile Creek Parkway, Stanley Avenue and 84th Street, and Poplar Bridge Road and France Avenue. They will be in place long enough for staff to collect traffic data in the neighborhood and removed prior to the first snow fall. Total time of installation should be approximately 30-45 days. Within the 30-45 days we will install the trial devices then allow two weeks for normal traffic patterns to emerge, collect data and remove the devices.

Traffic Study

SRF Consulting Group, Inc., was been hired to perform a traffic study of the Poplar Bridge Neighborhood (Normandale Blvd to France Ave, 84th St to 94th St) to develop possible traffic calming solutions within the study area.

A Study Advisory Committee has been formed that includes neighborhood residents, business owners, public safety, and City staff. The study is expected to be complete by the spring of 2008.
