Mark Bernhardson

Bernhardson was appointed by the Bloomington City Council to head our organization in 1991.

As City Manager, Bernhardson:

Enforces ordinances and resolutions.
Appoints City employees.
Spearheads strategic planning and budgeting.
Recommends action to the Council that will protect Bloomington citizens and provide efficient operation of government.

The message includes economic expectations, local challenges, property tax changes and organizational considerations. The message also gives a budget analysis, budget considerations and the City Council's action on the annual budget. The budget message is published in the introductory section of the City's budget document.
