To find updates regarding other projects, go to major road construction projects. June 2010June 4, 2010Sod repair/installation and slit seeding have begun. May 2010May 28, 2010Sod repair/installation and slit seeding had to be postponed one week since the herbicide used to kill the weeds would have adversely affected growth. May 21, 2010Sod repair/installation and slit seeding will occur during the week of May 24. Electrical work continues at the lift station. May 14, 2010The Contractor is moving back in on Monday, May 17 to work on punch list items. This work includes work at various manholes and weed removal and/or sod installation. Electrical work continues at the lift station. May 10, 2010Electrical work continues at the lift station. April 2010April 23, 2010The lift station was turned on Tuesday, April 20. It is undergoing the five day start up period. March 2010March 29, 2010The Contractor will begin work at MCES Lift Station 55 (a.k.a. Bloomington Lift Station 10) along American Blvd near Southgate, during the week of March 29. A sewer bypass will be put in place so new pumps and piping can be installed at the lift station. The new system should be operational by mid April. January 2010January 11, 2010The contractor plans to install the new signal pole and mast arm at the northeast quadrant of 84th Street and France Avenue on Wednesday, January 13, weather permitting. Motorists may experience delays through this intersection as the intersection will become a four-way stop while the electrical work is completed. January 5, 2010The installation of the new signal pole for the northeast quadrant of 84th Street and France Avenue scheduled for Tuesday, January 5, 2010, has been postponed due to the cold weather. December 2009December 30, 2009The new signal pole for the northeast quadrant of 84th Street and France Avenue has arrived from the manufacturer. The contractor plans to install the new pole and mast arm on Tuesday, January 5, weather permitting. Motorists may experience delays through this intersection as the intersection will become a four-way stop while the electrical work is completed. November 2009November 20, 2009The signal at 84th Street and Stanley will be turned on Monday, November 23. The contractor will be working on the sanitary sewer system during the week of November 23. Cleanup and landscaping work will also continue. Paving of the trail segment along France Avenue is scheduled for Tuesday, November 24, weather dependant. November 13, 2009The final layer of bituminous pavement is scheduled for Monday, November 16. Striping will occur later in the week on Stanley Road. The remainder of the week will be spent on cleanup items and prepping for seed and mulch installation. Given the amount of salt used on 84th Street over the winter it was determined that newly planted sod would not survive. However, for erosion control purposes the areas can not be left as is since the top soil has been placed. A dormant seeding method will be used along the corridor. A determination of the seed growth will be made next spring and the areas may or may not be resodded in the spring depending on the grass growth. The signal at Stanley Road and 84th Street is scheduled to be turned on Monday, November 23. November 6, 2009Installation of trees and restoration of irrigation systems are planned to begin on Monday, November 9. Work on the signal system at France and 84th Street will continue. Miscellaneous concrete at the France and 84th Street intersection will be placed mid to late next week. The final layer of bituminous pavement is scheduled for the end of next week, weather permitting. October 2009October 30, 2009Striping of 84th Street will occur over the weekend. Epoxy striping is temperature dependant. It is planned for Saturday, but a noise variance exception has been granted to allow work on Sunday, November 1 between 9 am and noon for the striping work if necessary given the temperatures on Saturday. Once the striping on 84th Street is complete the traffic control will be removed including the stop sign at the intersection of Normandale Service Road and 84th Street. Drivers should use caution in this area as people readjust to the non stop condition. The stops signs at Stanley will remain in place until the signal is turned on. The signal at France and 84th Street is planned to be shut down between 9 am and 2:30 pm on both Monday, November 2 and Tuesday, November 3. Motorists should allow extra time if traveling during this time period. The contractor will continue to work at the intersection of France and 84th Street installing concrete sidewalk and medians. The bituminous path along Stanley is scheduled for the end of next week weather permitting. Landscaping installation will continue during the week of November 2. October 23, 2009A noise variance exception has been granted to allow work on Saturday, October 24 starting at 7 am. The contractor will be paving the wear course along 84th Street on Saturday. Striping of the road can not occur until 7 days after pavement installation. Signal work at both Stanley and France continues. Curb is scheduled for placement at the France and 84th intersection. The bituminous path along Stanley Road will be installed during the week of October 26, weather permitting. Landscaping of the project area will also begin. October 16, 2009The north portion of Stanley Road was paved this past week. Given the weather the milling and paving of W. 84th was postponed to next week. W. 84th Street is scheduled to be milled on Monday, October 19 and paved on Wednesday, October 21, weather permitting. Lane shifts will occur along W. 84th Street to accomplish this work. Striping of the road can not occur until 7 days after pavement installation. Signal work at both Stanley and France continues. October 9, 2009A noise variance to begin work at 7 am on Saturday, October 10 has been granted. Concrete work continues on Stanley Road along with path preparation and irrigation restoration. W. 84th Street is scheduled to be milled on Tuesday, October 13 and paved on Thursday, October 15, weather permitting. Lane shifts will occur along W. 84th Street to accomplish this work. Striping of the road can not occur until 7 days after pavement installation. Signal work at both Stanley and France continues. A shut down of the signal at France and W. 84th Street is scheduled for Tuesday, October 13 between the hours of 9 am and 3 pm. Police officers will be at the intersection to direct traffic. Motorists should plan for extra time or consider alternate routes during this signal shut down. October 2, 2009All of the forcemain and other underground pipes have been installed. The retaining wall construction is complete on Stanley Road. Crews continue to work at both the signal at Stanley and 84th Street and at France and 84th Street. During the week of October 5, the remaining portion of Stanley Road will be prepped for rock installation and installation of curb and sidewalk. The plan is for W. 84th Street to be milled and overlaid during the week of October 12. Pavement will also be installed on the north section of Stanley Road at this time. The contractor is beginning to work at the intersection of France and W. 84th Street. This work will require lane closures on main line France and some back ups during peak periods are expected. September 2009September 25, 2009The base layer of pavement was installed on the south portion of Stanley Road and on W. 84th Street west of Stanley Road. Access to Lifetime and the businesses in the Normandale Shopping Center is now from the entrance off of Stanley Road. The other access point from W. 84th Street is closed while the concrete apron is poured. Access points to the various apartment buildings in the area have also changed. Construction of the retaining wall along Stanley Road is underway. Force main installation continues north on Stanley Road. Grading of the north portion of Stanley Road and installation of rock will occur during the week of September 28. Concrete curb and gutter will be installed on this section of Stanley Road in the beginning of October. During the first week of October, W. 84th Street will be milled and overlaid, weather permitting. September 18, 2009W. 84th Street is open to one lane of traffic in each direction. Stanley Road north of 84th Street remains closed. The south portion of Stanley Road is not expected to open to traffic until the end of September. At that time the north portion of Stanley Road will be closed. Road and pipe construction is anticipated to continue until mid November. Work at the intersection of France Avenue (CSAH 17) and 84th Street is expected to begin the week of September 21. The lift station construction work will occur in December 2009 once the pumps arrive. Concrete curb and gutter has been installed on the south portion of Stanley Road. Crews will be prepping the area in advance of paving the base course of bituminous which is scheduled for Thursday, September 24. Retaining wall construction along Stanley Road will occur during the week of September 21. Manholes are be adjusted up on W. 84th Street in advance of paving the final wear course. September 11, 2009W. 84th Street is open to one lane of traffic in each direction. Stanley Road north of 84th Street remains closed. The south portion of Stanley Road is not expected to open to traffic until the end of September. At that time the north portion of Stanley Road will be closed. Road and pipe construction is anticipated to continue until mid November. The lift station construction work will occur in December 2009 once the pumps arrive. Crews are installing sand on Stanley Road and will begin installing rock the week of September 14. Concrete curb installation has begun on 84th Street and will continue next week and include Stanley Road. The contractor is also working on the signal at the intersection of 84th Street and Stanley. Work at the intersection of France Avenue (CSAH 17) and 84th Street is expected to begin the week of September 21. September 4, 2009W. 84th Street will be reopened to traffic (one lane in each direction) on Friday, September 4 after the evening rush hour. Stanley Road, north of W. 84th Street, will remain closed. Sometime during September the south portion of Stanley Road will be completed and construction will move to the north half. Construction will continue into the fall with some clean up work next spring. W. 84th Street between Morris and Harrison will be paved on Wednesday, September 9. Underground pipe work will continue along Stanley Road during the week of September 7. Crews will also begin working on Stanley Road subgrade. August 2009August 28, 2009W. 84th Street will be reopened to traffic (one lane in each direction) on Friday, September 4. Stanley Road, north of W. 84th Street, will remain closed. Sometime during September the south portion of Stanley Road will be completed and construction will move to the north half. Construction on the overall project is expected to be completed some time in November with some clean up work next spring. The forcemain installation on W. 84th Street will be completed on Friday, August 28. Testing of the new lines will occur during the week of August 31. Forcemain and storm pipe installation will be occurring in Stanley Road. By the end of next week, the contractor hopes to be preparing the road subgrade on Stanley Road. The contractor will be paving the disturbed areas on the south side of 84th Street prior to the road opening. The first layers of the pavement will also be placed on the north side of 84th Street between Stanley and Morris Avenues in the next few days, weather permitting. Signal work at Stanley and 84th Street will continue. August 21, 2009Work installing the 16" force main heading east from Morris will continue along with pipe installation on Stanley Road. Storm sewer pipe installation along with construction of the subgrade and placing base material on 84th Street from Normandale Service Road to Stanley Road was delayed given the recent rains, but will occur next week. The contractor will also begin work on the signal at Stanley and 84th Street. August 14, 2009The contractor continues to have three underground pipe work crews installing underground pipe. The large, deep sanitary sewer structure has been set. One crew is going to work installing the 16" force main heading west from Harrison Ave. Another crew is working on the 8" force main crossings. Construction of the subgrade and placing base material on 84th Street from Normandale Service Road to Stanley Road was delayed given an unexpected utility conflict between the storm sewer and two telephone ducts. The storm sewer installation in this area will occur this week pushing the subgrade and installation of the base material back until the pipe work is complete. Qwest continues to work in the area and estimates that they will be done in approximately 2 weeks. A watermain shutoff is anticipated for Tuesday, August 18, (weather dependant) for some residents along W. 84th Street. Affected residents will be delivered a notice regarding this shutoff. August 7, 2009The contractor continues to have three underground pipe work crews installing sanitary and storm sewer facilities. Construction of the subgrade and placing base material on 84th Street from Normandale Service Road to Stanley road will be occurring next week. A specialty contractor will be in next week to weld the MCES manholes and test the in place sanitary sewer. Xcel and Qwest continue to work on their facilities within the project area. Qwest expects to be complete with their work in approximately 2.5 weeks. July 2009July 31, 2009The contractor has three crews working on underground pipe installation. The dual forcemain construction continues and is at Morris Avenue working towards the east. This crew will jump to the deep excavation at Harrison Road starting on Wednesday, August 5 so this can be completed prior to the road reopening to traffic. Stanley Road pipe installation continues with the second crew. The third crew is following both sanitary sewer crews and installing storm sewer at various locations. This crew will also begin grading 84th Street between Normandale Service Road and Stanley Road. Work will also begin on the sanitary sewer south of 84th Street within the easement between St. Stephens Lutheran Church and Qwest. July 24, 2009Concrete barricades have been installed at either end of the W. 84th Street closure. Hennepin County has made signal timing adjustments at Normandale Boulevard and Poplar Bridge Road and temporarily removed it from the coordinated signal system. The dual forcemain construction continues and is past Quinn Avenue working towards the east. The second crew is working on installing the 16” forcemain, 8” gravity sanitary sewer and storm sewer on Stanley Road. This crew will then jump to the Palmer Avenue intersection when the first crew is complete with the dual forcemain installations to complete the storm sewer work at Palmer Avenue. At the beginning of August, the forcemain crew will jump to the deep excavation at Harrison Road so that the work can be completed during the road closure. July 17, 2009To address an ongoing safety issue during the week of July 20 concrete barricades will be installed at either end of the W. 84th Street closure. This has been coordinated with the Fire Chief. A copy of the letter informing the neighborhood of the change is available here (41KB PDF). Staff continues to work with Hennepin County to modify the signal timing at Normandale Boulevard and Poplar Bridge Road. Motorists are encouraged to follow the detour route (675KB PDF)along American Blvd or to use W. 78th Street north of I-494 to get between Normandale Boulevard and France Avenue. Forcemain construction is at the intersection of Quinn Avenue and W. 84th Street. With the number of utilities in this intersection, the contractor will be working in the intersection for several days. The contractor will be bringing in a second crew during the week of July 20. One crew will work at the intersection of Quinn Avenue and W. 84th Street while the other crew continues with installation of forcemain towards the east. July 10, 2009W. 84th Street and a section of Stanley Road were closed on July 6 and traffic was detoured to American Blvd. The police have been in the area enforcing the closure. Some drivers have been frustrated with the delays and the road closure. While American Blvd is the signed detour, drivers are encouraged to use W. 78th Street north of I-494 to France Ave to avoid the congested areas. Engineering has requested Hennepin County consider modifications to the signal timing at Normandale Boulevard and Poplar Bridge Road and will continue to monitor the detour and make adjustments if warranted. Forcemain installation will begin in earnest next week. July 2, 2009W. 84th Street and a section of Stanley Road are on schedule to close to traffic on July 6. Notices have been sent to the emergency services and the Sun Current regarding this upcoming closure. A posting is also on the front page of the City website regarding the closure. The pavement surface will be removed from W. 84th Street from Stanley Road to Morris Road on Monday, July 6. Watermain installation across the intersection of W. 84th Street and Stanley will occur on Tuesday, July 7. The contractor has an exemption from the noise ordinance to begin this water main work at 4 AM. This early start will allow the contractor to do the north half of the water main work prior to the businesses being open and people leaving for work. The water to the south side will be shut down later in the morning. The contractor is trying to provide a gap of time for people to take showers in the morning. Notices regarding the water shut down and the early start will be delivered to affected properties. Sanitary sewer work will continue and tree removal will begin next week. June 2009June 26, 2009Sanitary sewer installation has begun at W. 84th Street near the Normandale Service Road and will continue all of next week. Portions of the berm at the shopping center will be removed along W. 84th Street. The gas main relocation by Centerpoint along Stanley Road is complete and their contractor has been working on services. Access Communications has been working to underground their service that crosses the intersection of W. 84th and France. W. 84th Street and a section of Stanley Road are on schedule to close to traffic on July 6. June 25, 2009West 84th Street road closure starts Monday, July 6. June 19, 2009The contractor is scheduled to begin construction on June 22, 2009 and will be starting at the far west end near the Normandale Service Road and heading east towards Stanley. Construction of the temporary road bypass, set up of traffic control, erosion control and removals will be occurring initially, with the sanitary sewer construction to begin towards the end of the week. June 12, 2009Letters were mailed out to the neighborhood regarding the upcoming project and access to the neighborhood. The contractor is scheduled to begin construction on June 22, 2009 and will be starting at the far west end near the Normandale Service Road and heading east towards Stanley. Setup of traffic control, erosion control and removals will be the first construction activities during the first week. June 5, 2009The pre-construction meeting is scheduled for June 10, 2009. May 2009May 29, 2009Preparation for setting of a new Qwest cabinet at the intersection of 84th and Stanley continues. Award is anticipated at the June 1, 2009 Council meeting. May 29, 2009Preparation for setting of a new Qwest cabinet at the intersection of 84th and Stanley continues. Award is anticipated at the June 1, 2009 Council meeting. May 22, 2009Preparation for setting of a new Qwest cabinet at the intersection of 84th and Stanley will begin after Memorial Day. Bids were opened on Monday, May 18, 2009. As this is a joint project between MCES and Bloomington, MCES is reviewing the bids. Once they approve, Bloomington can award the project. Award is anticipated at the June 1, 2009 Council meeting. May 8, 2009Comcast is beginning to relocate their facilities along Stanley Road. It is anticipated that other private utility companies will also begin work in the area in the next few weeks in advance of construction. May 1, 2009The bid date has been set to be Monday, May 18, 2009, Metropolitan Council Environmental Services is paying for a portion of the project and will need to review the bid prior to City Council award. Construction is anticipated to being mid to late June. West 84th Street road closureJuly 6 - August 31, 2009
The City is partnering with the Metropolitan Council to improve regional sanitary sewer facilities. West 84th Street will be closed from Stanley Road to Harrison Road to ensure the new facilities are constructed safely and emergency vehicle traffic is not affected. The detour route will be American Boulevard between Normandale Boulevard and France Avenue. Neighborhoods north of 84th Street will maintain access to their streets. For more information, contact:
