The updates listed below refer to the Pavement Management Program (PMP). To find updates regarding other projects, go to major road construction projects.

September 2010

September 3, 2010
PMP Street Improvement Project
  • Colorado area (includes Colorado Circle, W. 93rd Street, and Izaak Walton)
    Seed and sod has been installed at the storm water energy dissipation basin. The draintile in the bottom of the basin still needs to be installed.
  • Lyndale area (from 99th Street to 94th Street includes 96th Street west of Lyndale)
    The contractor will be fine grading the road in anticipation of placing pavement. Some flat concrete sidewalk work remains to be done. The pavement will be placed towards the end of the week of Labor Day, weather permitting and traffic is anticipated to be switched to the east side of the road the week of September 13.
  • Russell Avenue Area (between 81st Street and 82nd street includes 82nd Street from Russell Avenue to Penn Avenue)
    82nd Street between Penn Avenue and Russell Avenue is closed to facilitate the installation of the large, deep trunk storm sewer. It is anticipated that the new structures will be completed and shipped to the site by September 10. The week of September 13 the placement of the structures and pipe work will be underway. Two of the drainage structures will require a few days of dry weather in order to be placed given that the 48” and 66” storm lines can carry a lot of water even days after a rain. The temporary water need is complete and the contractor will start on Tuesday, September 7 to remove the temporary system.
  • Beard Avenue (from 109th Street to 110th Street)
    The final paving is scheduled for Wednesday, September 8, weather permitting.
  • Baliff Area (includes Washburn, Vincent, Upton and Thomas Avenues between Old Shakopee Road and Baliff Place)
    Storm sewer installation is complete. The contractor will be rough grading the road and installing class 5 rock on the road beds.
  • W. 86th Street (from Humboldt Avenue to Penn Avenue)
    Striping of the road is being coordinated with seal coat for W. 86th Street. Striping of the road between Penn Avenue all the way to Old Shakopee Road is scheduled to begin on Tuesday, September 7.
  • E. 94th Street (from west of Columbus Avenue to 12th Avenue)
    The first lift of pavement is scheduled for Wednesday, September 8, weather permitting.
  • Oakland Avenue ( from Bishoff Lane to 90th Street)
    Curb and gutter installation is scheduled for Tuesday, September 7, weather permitting.
  • 17th Avenue (from 82nd Street to the north)
    Centerpoint is working in the area installing new gas main.
  • Clinton Ave Area (from E 79 ½ Street to E 82nd Street and from E 84th Street to E 86th Street)
    Centerpoint continues to work in the area and anticipates being complete with their work in three weeks.
PMP Street Maintenance Project
  • E. 90th Street (between Stevens Avenue and Portland Avenue)
    Staff and the contractor are coordinating the replacement of the trees for the trees that had to be removed for the project. These trees will be installed sometime during September if the replacements are coniferous trees and sometime in October if they are deciduous trees based on the ideal time to plant trees in Minnesota for each species.
  • W. 90th Street (between France Avenue and Penn Avenue)
    The signal work is winding down with the pedestrian pushbutton installation being one of the last remaining items that still needs to occur.
  • 89th Area (includes W. 89th Street and Kell Avenue)
    This area is paved but still needs sod to be planted which is tentatively planned for the week of September 7.
  • Washburn area (includes Vincent, Upton, Thomas, Sheridan, Russell, Queen & W. 81st)

    Jacking of the large diameter storm sewer pipe parallel to American Blvd will continue the next two weeks. Milling and paving of Sheridan, Russell, Queen and W. 81st Street will not occur until after the storm sewer work is completed in the area.

    Washburn, Vincent, Upton and Thomas have been paved. Sod still needs to be planted in these areas which is tentatively planned for the week of September 7. Centerpoint Energy also has topsoil and sod restoration that will need to occur in the area. They anticipate beginning this work sometime after Labor Day. With the restoration occurring by two different entities it may appear to some residents that areas have been missed, when actually that is not the case.

PMP Street Improvement Project

  • Lyndale area (from 99th Street to 94th Street includes 96th Street west of Lyndale)
    The contractor has obtained a noise variance to allow construction work to begin at 7 am on Saturday, August 28. Concrete work has begun and will continue on Saturday. Once all the concrete is in place on the east side of Lyndale, the contractor will need to wait until the concrete develops sufficient strength to work next to it. Likely around September 2 or 3, weather dependant, the contractor will begin fine grading the road for the pavement. The pavement will be placed the week of Labor Day and traffic is anticipated to be switched to the east side of the road on Monday, September 13, weather permitting.
  • Russell Avenue Area (between 81st Street and 82nd street includes 82nd Street from Russell Avenue to Penn Avenue)
    82nd Street between Penn Avenue and Russell Avenue is closed to facilitate the installation of the large, deep trunk storm sewer. Storm sewer is installed up to a point approximately 200 feet away from the intersection of Penn Avenue and 82nd Street. Issues with existing utility information not being correctly shown on the as-builts is causing delays as we must redesign, work with private utilities and reorder materials. The work at 81st Street and Russell cannot be completed until this connection at Penn Avenue and 82nd Street is made because otherwise the storm pipe will have no place for the water to flow. As soon as the Penn Avenue and 82nd Street work is complete we will be able to connect the upstream storm sewer and complete the construction of Russell Avenue. There is approximately three weeks of work that includes the rocking of the road, curb and gutter installation and paving after to storm sewer work is completed. We anticipate having the storm sewer redesign completed by September 3. A schedule for the storm sewer work will be developed and shared in an upcoming update either on September 3 or 10.
  • Beard Avenue (from 109th Street to 110th Street)
    The final paving of this road still needs to occur and is scheduled to occur sometime the week of Labor Day.
  • Baliff Area (includes Washburn, Vincent, Upton and Thomas Avenues between Old Shakopee Road and Baliff Place)
    Removals have begun in this area and will continue. Storm sewer construction will begin Monday, August 30.
  • W. 86th Street (from Humboldt Avenue to Penn Avenue)
    Striping of the road is being coordinated with seal coat for W. 86th Street. The existing stripes along 86th Street between Humboldt Avenue to Old Shakopee Road have been ground off with the sealcoat operation to occur the week of August 30th.
  • E. 94th Street (from west of Columbus Avenue to 12th Avenue)

  • 17th Avenue (from 82nd Street to the north)
    Centerpoint plans on installing new gas main in this area and anticipates having a crew out at the beginning of September.
  • Clinton Ave Area (from E 79 ½ Street to E 82nd Street and from E 84th Street to E 86th Street)
    Centerpoint plans on moving into this neighborhood the week of August 30 and being complete with the work by the end of September.

    The work of the boring pit is complete for the jacking of the large diameter storm sewer pipe parallel to American Blvd. Rails will be installed and the jacking will take approximately three weeks. The slide shoring at the south boring pit at Russell is being removed. The open cut storm sewer installation south of the boring pit will also occur during the next three weeks. Milling and paving of Sheridan, Russell, Queen and W. 81st Street will not occur until after the storm sewer work is completed in the area.

    Milling of Washburn, Vincent, Upton and Thomas is scheduled for Monday, August 30 with paving scheduled for Wednesday, September 1. Topsoil of the boulevards that were displaced for the work on the City project will be placed on Monday and Tuesday. Centerpoint Energy also has topsoil and sod restoration that will need to occur in the area. They anticipate beginning this work sometime after Labor Day. With the restoration occurring by two different entities it may appear to some residents that areas have been missed, when actually that is not the case.

August 20, 2010
PMP Street Improvement Project
  • Pennsylvania area (from Old Shakopee Road to 109th Street)
    Lyndale Circle
    Punch list items remain.
  • Colorado area (includes Colorado Circle, W. 93rd Street, and Izaak Walton)
    Seed and sod restoration of the storm water energy dissipation basin has begun. The draintile in the bottom of the basin still needs to be installed.
  • Lyndale area (from 99th Street to 94th Street includes 96th Street west of Lyndale)

    Storm sewer installation on the east side of the road is complete. The contractor will continue to grade and subcut and place Class 5 aggregate base. The intersection of 95th and Lyndale Avenue will be closed on Monday, August 23 so that the grading and Class 5 rock placement can occur. Concrete work is anticipated to begin the week of August 23.

    Major upcoming milestones for Lyndale Avenue include switching the traffic from the east side to the west side sometime around Labor Day. The project will reopen to all lanes of traffic sometime in November. The new signal poles for the intersection of 95th and Lyndale will be installed sometime in the winter once the poles arrive. The landscaping and streetscaping work will occur in the spring of 2011. The entire project is on schedule to be completed by June 30, 2011.

  • Russell Avenue Area (between 81st Street and 82nd street includes 82nd Street from Russell Avenue to Penn Avenue)
    82nd Street between Penn Avenue and Russell Avenue is closed to facilitate the installation of the large, deep trunk storm sewer. Finishing the inside of the structures and pouring inverts is scheduled for the week of August 23.
  • Beard Avenue (from 109th Street to 110th Street)
    The final paving of this road still needs to occur.
  • Baliff Area (includes Washburn, Vincent, Upton and Thomas Avenues between Old Shakopee Road and Baliff Place)
    The gas main has been installed in the area. Centerpoint has a few issues to finish up before they are complete with the area. The city contractor plans on moving into the area sometime the week of August 23rd to begin removals.
  • W. 86th Street (from Humboldt Avenue to Penn Avenue)
    The final layer of wear has been placed and the road has been reopened to traffic. Striping of the road is being coordinated with seal coat for W. 86th Street. The existing stripes along 86th Street between Humboldt Avenue to Old Shakopee Road will be ground off during the week of August 23rd with the sealcoat operation to occur the week of August 30th.
  • E. 94th Street (from west of Columbus Avenue to 12th Avenue)
    Storm sewer installation is complete. The contractor has begun to grade the road and place Class 5 aggregate base. This will continue during the week of August 23rd. Concrete curb and gutter is also scheduled to be installed for that week.
  • Oakland Avenue ( from Bishoff Lane to 90th Street)
    Centerpoint continues to work on installing gas services in the area. Tree removals have begun in the area. The City’s contractor is going to begin removals on Oakland the begin later in the week.
  • 17th Avenue (from 82nd Street to the north)
    Centerpoint plans on installing new gas main in this area sometime during the month of August, but no specific timeframes have been provided to the City yet.
  • Clinton Ave Area (from E 79 ½ Street to E 82nd Street and from E 84th Street to E 86th Street)
    Centerpoint plans on moving into this neighborhood the week of August 30 and being complete with the work by the end of September.
PMP Street Maintenance Project
  • E. 90th Street (between Stevens Avenue and Portland Avenue)
    With the heavy rain that occurred on Tuesday, August 10 some of the seeded areas have washed away and will need to be reseeded.
  • W. 90th Street (between France Avenue and Penn Avenue)
    The striping of the road is complete. It is a change from the previous existing condition and will be one lane in each direction with a two way continuous left turn lane in the middle and bike lanes between France Avenue and Xerxes Avenue. Signal system modifications at the intersection of 90th Street and France Avenue continue and will include painting the poles. The signal will be placed on flash between the hours of 9 am and 3 pm at various times to complete the work.
  • 89th Area (includes W. 89th Street and Kell Avenue)
    Paving this area occurred on Monday, August 16.
  • Washburn area (includes Vincent, Upton, Thomas, Sheridan, Russell, Queen & W. 81st)

    Work for the jacking of the large diameter storm sewer pipe parallel to American Blvd was temporarily stopped given the vibrations that were occurring. The contractor was looking at ways to modify the operation before beginning again and will use a system similar to the one that was used for the pipe installation along Russell Avenue for the American Blvd installation.

    Storm sewer repairs are scheduled to begin the week of August 23 throughout the area.  Curb will be placed sometime between August 25-27.

August 13, 2010
PMP Street Improvement Project
  • Pennsylvania area (from Old Shakopee Road to 109th Street)
    The final lift of paving was placed on Thursday, August 12.
  • Colorado area (includes Colorado Circle, W. 93rd Street, and Izaak Walton)
    Izaak Walton has been officially closed from East Bush Lake Road to Lakeview Road. The final lift of paving was placed on Thursday, August 12 for all of the areas listed.
  • Lyndale area (from 99th Street to 94th Street includes 96th Street west of Lyndale)
    Storm sewer installation is winding down on the east side of the road. The contractor will continue to grade and subcut Lyndale Avenue.
  • Russell Avenue Area (between 81st Street and 82nd street includes 82nd Street from Russell Avenue to Penn Avenue)
    82nd Street between Penn Avenue and Russell Avenue is closed to facilitate the installation of the large, deep trunk storm sewer. Retaining wall installation will begin on Tuesday, August 17.
  • Beard Avenue (from 109th Street to 110th Street)
    Sod restoration is scheduled to begin on Tuesday, August 17. Once the restoration is complete the final paving will be scheduled.
  • Baliff Area (includes Washburn, Vincent, Upton and Thomas Avenues between Old Shakopee Road and Baliff Place)
    The gas main has been installed in the area. Centerpoint expects to be complete in the area around August 20.
  • W. 86th Street (from Humboldt Avenue to Penn Avenue)
    The detour route is Lyndale Avenue, W. 90th Street and Penn Avenue. The final lift of paving is scheduled for Monday, August 16, weather dependant. Hennepin County will be out at the intersection of W. 86th Street and Penn Avenue working on the signal in advance of the road reopening.
  • Lyndale Circle
    The final lift of paving was placed on Thursday, August 12.
  • E. 94th Street (from west of Columbus Avenue to 12th Avenue)
    The contractor has begun removals and will begin installing storm sewer on Tuesday, August 17.
  • Oakland Avenue ( from Bishoff Lane to 90th Street)
    Centerpoint is complete with the gas main installation. Centerpoint needs to verify cross bores by camera and then install services. Centerpoint anticipates moving into the area to complete this work the week of August 23 and be complete by the following Monday, August 30.
  • 17th Avenue (from 82nd Street to the north)
    Centerpoint plans on installing new gas main in this area sometime during the month of August, but no specific time frames have been provided to the City yet.

PMP Street Improvement Project
  • Pennsylvania area (from Old Shakopee Road to 109th Street)
    The final lift of paving has been rescheduled for Tuesday, August 10, weather dependant.
  • Colorado area (includes Colorado Circle, W. 93rd Street, and Izaak Walton)
    Izaak Walton has been officially closed from East Bush Lake Road to Lakeview Road. The final lift of paving has been rescheduled for Tuesday, August 10.
  • Lyndale area (from 99th Street to 94th Street includes 96th Street west of Lyndale)
    Centerpoint completed their work on Monday, August 2. The City contractor has begun installing storm sewer pipes which will continue into next week. Grading of the segment between 98th Street and 99th Street has begun. Grading and road subcuts will occur during the week of August 9.
  • Russell Avenue Area (between 81st Street and 82nd street includes 82nd Street from Russell Avenue to Penn Avenue)
    82nd Street between Penn Avenue and Russell Avenue is closed to facilitate the installation of the large, deep trunk storm sewer. Storm sewer installation is almost complete on Russell Avenue. Watermain pipe installation will begin on Monday, August 9 along Russell Avenue. The contractor plans to continue the storm sewer installation east of Queen Avenue along 82nd Street after the watermain is installed probably towards the end of next week.
  • Beard Avenue (from 109th Street to 110th Street)
    The base pavement has been placed along the entire road. The contractor will be working on filling areas behind the curb and raising the iron during the week of August 9.
  • Baliff Area (includes Washburn, Vincent, Upton and Thomas Avenues between Old Shakopee Road and Baliff Place)
    The gas main has been installed in the area. Centerpoint is about complete with the gas services on Thomas Avenue and will be moving to other streets in the area. Centerpoint needs to verify cross bores by camera and then install services as each street is cleared in the neighborhood. Centerpoint now expects to be complete in the area around August 20.
  • W. 86th Street (from Humboldt Avenue to Penn Avenue)
    The detour route is Lyndale Avenue, W. 90th Street and Penn Avenue. The first lift of bituminous was placed on Thursday, August 5. During the week of August 9, the contractor will be working on filling areas behind the curb and sidewalk and raising the iron.
  • Lyndale Circle
    Paving is anticipated for Tuesday, August 10, weather dependant.
  • E. 94th Street (from west of Columbus Avenue to 12th Avenue)
    Centerpoint Energy will begin installing new gas services on August 9 and anticipate being complete with the work on August 10. The City contractor will begin work in the area most likely sometime the week of August 16.
  • Clinton Ave Area (from E 79 ½ Street to E 82nd Street and from E 84th Street to E 86th Street)
    Centerpoint plans on moving into this neighborhood the week of August 23.
PMP Street Maintenance Project
  • E. 90th Street (between Stevens Avenue and Portland Avenue)
    East 90th Street has been paved and is reopened to traffic. Striping is likely to occur sometime before Tuesday, August 10.
  • W. 90th Street (between France Avenue and Penn Avenue)
    The contractor is installing topsoil and raising iron in advance of paving the road. Paving west of France will occur on Wednesday, August 11. W. 90th Street between France and Penn will be closed on Thursday, August 12 for paving (rain date Friday, August 13.) The road closure will only be for one day.

    Striping of the road would occur the week of August 16. Signal system modifications at the intersection of 90th Street and France Avenue are also scheduled for the week of August 16 once the parts arrive. This work will continue into the following week. The signal will be placed on flash between the hours of 9 am and 3 pm.

    Paving is scheduled for Wednesday, August 11, weather dependant.
  • Washburn area (includes Vincent, Upton, Thomas, Sheridan, Russell, Queen & W. 81st)
    Jacking of the large diameter storm sewer pipe on Russell will continue for the approximately the next three weeks. Digging for the jacking pit for the pipe that runs parallel to American Blvd has been started. Jacking pipe from this pit is scheduled to begin sometime next week.

PMP Street Improvement Project

    The final lift of paving has been rescheduled for sometime the week of August 2.
  • Colorado area (includes Colorado Circle, W. 93rd Street, and Izaak Walton)
    Izaak Walton has been officially closed from East Bush Lake Road to Lakeview Road. The final lift of paving has been rescheduled for sometime the week of August 2.
  • Lyndale area (from 99th Street to 94th Street includes 96th Street west of Lyndale)
    Centerpoint will be switching from the existing pipe to the new system on either Friday, July 30 or Monday, August 2. The City’s contractor will begin installing storm sewer pipe on Lyndale starting Tuesday, August 3.

  • Russell Avenue Area (between 81st Street and 82nd street includes 82nd Street from Russell Avenue to Penn Avenue)
    82nd Street between Penn Avenue and Russell Avenue is closed to facilitate the installation of the large, deep trunk storm sewer. Storm sewer installation will continue next week along W. 82nd Street and Russell Avenue.
  • Beard Avenue (from 109th Street to 110th Street)
    Approximately the first 100 feet of the road was paved. The remainder of the base pavement is scheduled to be placed sometime during the week of August 2.
  • Baliff Area (includes Washburn, Vincent, Upton and Thomas Avenues between Old Shakopee Road and Baliff Place)
    The gas main has been installed in the area. Centerpoint has verification that there are no cross bores on Thomas Avenue and has begun to install gas services on Thomas Avenue. They will continue to verify cross bores by camera and then install services as each street is cleared in the neighborhood. Centerpoint now expects to be complete in the area around August 13.
  • W. 86th Street (from Humboldt Avenue to Penn Avenue)
    The detour route is Lyndale Avenue, W. 90th Street and Penn Avenue. Fine grading of the road is almost. The first lift of bituminous is planned for the end of the week of August 2 or by August 9 at the latest.
  • Lyndale Circle
    The first lift of bituminous has been installed. The disturbed areas will be repaired with topsoil and sod likely during the week of August 2.
  • E. 94th Street (from west of Columbus Avenue to 12th Avenue)
    Centerpoint Energy is still verifying that there are no cross bores within the system. Once that is complete they can begin installing gas services. The City contractor can move into the area to begin work once Centerpoint is finished with the gas services.
PMP Street Maintenance Project
  • E. 90th Street (between Stevens and Portland)
    East 90th Street (3rd Avenue to Portland) is closed to allow for repair of a sanitary sewer line. Local residents within the construction area are able to access their homes, however, through traffic is prohibited. The Valley View Playfield/Aquatic Center parking lots will remain open to traffic during the E. 90th Street closure. A marked detour will use Nicollet Avenue, 86th Street and Portland Avenue. The disturbed areas are being repaired with a topsoil and either sod or hydroseed depending on the location of the disturbed area. The road is scheduled to be paved on Tuesday, August 3, weather permitting. The road will be reopened Tuesday evening.
  • W. 90th Street (between France and Penn)
    Milling of the road is scheduled for August 2 and 3. Once the milling is complete, the contractor will be raising the manhole covers to the proper elevation for installation of pavement. Paving is planned for Thursday, August 12 which would allow Friday, August 13 to serve as the rain date in case the weather does not cooperate.
  • 89th Area (includes W. 89th Street and Kell Avenue)
    Milling of the road is scheduled for August 4. Once the milling is complete, the contractor will be raising the manhole covers to the proper elevation for installation of pavement. Paving would occur either at the end of the following week or at the beginning of the week of August 16.
  • Washburn area (includes Vincent, Upton, Thomas, Sheridan, Russell, Queen & W. 81st)
    Jacking of the large diameter storm sewer pipe on Russell will continue for the next few weeks.
  • 82nd Street (between Stevens and Portland, includes 1st Avenue between 81st Street and American Blvd)
    Metro Drive Area (includes both Metro Drive and Metro Parkway)
    12th Avenue (from I-494 to American Blvd)

    Izaak Walton has been officially closed from East Bush Lake Road to Lakeview Road. The final lift of paving is scheduled for Wednesday July 28 or Thursday July 29 on Izaak Walton Road, Colorado Road, Colorado Circle and W. 93rd Street.
  • Lyndale area (from 99th Street to 94th Street includes 96th Street west of Lyndale)
    Centerpoint still anticipates being complete with their gas main work by the end of July which will allow the City’s contractor to move into the area and begin storm sewer pipe installation the first week in August.

  • Russell Avenue Area (between 81st Street and 82nd street includes 82nd Street from Russell Avenue to Penn Avenue)
    82nd Street between Penn Avenue and Russell Avenue is closed to facilitate the installation of the large, deep trunk storm sewer. Storm sewer installation will continue next week along W. 82nd Street and Russell Avenue. Work at the intersection of Penn Avenue and 82nd Street has been delayed due to inaccurate as-built information.

    Given the deep storm sewer installation and the road closure, staff has received a few phone calls regarding traffic on local roads in addition to construction vehicles. Staff has looked at the issues and is making some minor modifications to the traffic control set up in the area that should relieve some of the concerns, but residents should continue to expect increased traffic including construction vehicles in the area.

  • Beard Avenue (from 109th Street to 110th Street)
    Concrete curb work is almost complete. Fine grading of the road will occur towards the end of the week of July 26. The first lift of bituminous is planned for sometime the first week of August.
  • Baliff Area (includes Washburn, Vincent, Upton and Thomas Avenues between Old Shakopee Road and Baliff Place)
    The gas main has been installed in the area. Centerpoint now is two-thirds complete with the verification that there are no cross bores with the system to meet the Minnesota Office of Pipeline Safety requirements. It appears likely that Centerpoint will remain in the neighborhood through July before the City’s contractor can begin work in the area.
  • W. 86th Street (from Humboldt Avenue to Penn Avenue)
    The road is closed to thru traffic and will be for approximately four weeks. The detour route is Lyndale Avenue, W. 90th Street and Penn Avenue. Concrete curb work is almost complete. Fine grading of the road will occur towards the end of the week of July 26. The first lift of bituminous is planned for sometime the first week of August.
  • Lyndale Circle
    Fine grading of the road is scheduled for Tuesday, July 27 with paving of the first lift of bituminous at the end of the week.
  • E. 94th Street (from west of Columbus Avenue to 12th Avenue)
    Centerpoint has installed the gas main. During the week of July 26 Centerpoint will be verifying that there are no cross bores within the system and then begin installing gas services. Once this work is complete, the City contractor can move into the area to begin work.

    East 90th Street (3rd Avenue to Portland) will close at 7 a.m. Wednesday, July 28. This section of 90th Street will remain closed for approximately 1 week to allow for repair of a sanitary sewer line. Local residents within the construction area will be able to access their homes, however, through traffic will be prohibited. The Valley View Playfield/Aquatic Center parking lots will remain open to traffic during the E. 90th Street closure. A marked detour will use Nicollet Avenue, 86th Street and Portland Avenue.
  • W. 90th Street (between France and Penn)
    Traffic will be moved to the outside lanes of W. 90th Street next week. This will facilitate the concrete removal and replacement of the various medians in the road. Milling of the road is scheduled for August 2 and 3. Paving would occur at the end of the following week.

    Izaak Walton has been officially closed from East Bush Lake Road to Lakeview Road. The contractor has been granted a noise exception to begin work at 7 am on Saturday, July 17 to work on the grading of the new storm water facilities.

    Restoration of the boulevards will continue along with other cleanup next week for Colorado and 93rd.

  • Lyndale area (from 99th Street to 94th Street includes 96th Street west of Lyndale)
    Centerpoint anticipates being complete with their gas main work by the end of July which will allow the City's contractor to move into the area and begin storm sewer pipe installation.

  • Russell Avenue Area (between 81st Street and 82nd street includes 82nd Street from Russell Avenue to Penn Avenue)
    82nd Street between Penn Avenue and Russell Avenue will be closed starting Monday, July 19 to facilitate the installation of the large, deep trunk storm sewer. Pavement removal will begin on Monday with the storm pipe installation beginning on Tuesday and continuing throughout the week. Work at the intersection of Penn Avenue and 82nd Street is anticipated to begin the end of the week of July 19 but may get delayed to the following week depending on the weather.

    The contractor has applied for a noise variance exception to begin work at 5:30 am on either Tuesday, July 20 or Wednesday, July 21 weather dependant. This exception is requested to limit the impacts due to the installation of a new watermain valve. The installation of the new valve will require a watermain shutdown, one residence and one business will be affected by the shut down. The business is a dentist office and is the reason why the shutdown is being done early in the morning necessitating the noise variance.

    The City's Contractor continues to set up the temporary water system that will be necessary to complete the construction work. These temporary water lines will extend into the neighborhood and include areas from Xerxes Avenue east to Penn Avenue and 84th Street north to 82nd Street.

  • Beard Avenue (from 109th Street to 110th Street)
    Centerpoint Energy is complete with the gas service installation. The contractor will be removing the pavement either on Friday, July 16 or Monday, July 19. Storm pipe installation will begin the week of July 19.
  • Baliff Area (includes Washburn, Vincent, Upton and Thomas Avenues between Old Shakopee Road and Baliff Place)
    The gas main has been installed in the area. Centerpoint now needs to verify that there are no cross bores with the system to meet the Minnesota Office of Pipeline Safety requirements before any gas services can be installed. A second crew has not yet been brought into the area to help clear the main before beginning the services. It appears likely that Centerpoint will remain in the neighborhood through July before the City's contractor can begin work in the area.

    Engineering staff began meeting individually with residents participating in the 2010 Rainwater Garden Project. Of the approximately 100 residents in the neighborhood, 26 chose to incorporate rainwater gardens into their boulevard areas. The recent meetings included discussions on plant varieties, garden location, and anticipated planting timing among other questions. After the individual meetings, residents will be asked to decide on their plant varieties and staff will assist with planting designs. Residents will be given a chance for final planting plan approval in late September. Engineering staff will assist the residents in planting the gardens following the street reconstruction. The Nine Mile Creek Watershed District has again partnered with the City's Rainwater Garden Project with a $25,000 cost-share, the remainder will be from the Storm Water Drainage Utility.

  • W. 86th Street (from Humboldt Avenue to Penn Avenue)
    The road is closed to thru traffic and will be for approximately four weeks. The detour route is Lyndale Avenue, W. 90th Street and Penn Avenue. Some concrete curb replacement at the intersection of Penn and W. 86th Street has been completed, but there is more replacement yet to occur. Grading including a subcut to deal with the frost heave problem will continue through the week of July 19.
  • Lyndale Circle
    Concrete curb has been replaced in the area. Tolerancing the area for placement of the Class 5 aggregate base will occur during the week of July 19.

    The milling of the street is scheduled for July 19. A sink hole developed on Thursday, July 15 at the intersection of E. 90th and 3rd Avenue due to sanitary sewer manhole and pipe material failures. The area has been temporarily repaired while alternatives to fix the sanitary sewer are explored. The sewer is deep and will likely require the closure of the intersection to fix the pipe. Further updates will be provided once a repair scenario is known. In the mean time the paving of the street has been postponed to accommodate the repair.
  • W. 90th Street (between France and Penn)
    Concrete removal and replacement will continue during the week of July 19.

    The signals for both France Avenue and Penn Avenue have had some issues with short green times for various movements or not responding to pedestrian push button calls. Hennepin County has been contacted since they own both signals and staff was out looking at the issue on Friday, July 16.

    Both gas main and services in the Russell Area will be complete on Tuesday, July 6. The City's Contractor continues to set up the temporary water system that will be necessary to complete the construction work. These temporary water lines will extend into the neighborhood and include areas from Xerxes Avenue east to Penn Avenue and 84th Street north to 82nd Street. Several meetings have been held with the Fire Department to ensure that adequate coverage for fire protection will be provided during this time and emergency responders have a strategy in place to combat a potential incident. The Contractor plans on starting removals and pipe installation after the July Fourth holiday.

    Centerpoint Energy anticipates installing services towards the end of the week of July 5.

The current production rate of the camera crew is about 5 houses a day. With nearly a 100 homes in this area, it will take the entire month of July for Centerpoint to clear the area before they can start installing services. Centerpoint is trying to find a second camera crew to bring to this neighborhood to speed things up. Centerpoint will also try to see if they can clear an entire street so that it can be worked on by other crews while the camera crew is still in the neighborhood on other streets. They have run into difficulty with this where an entire street is cleared except for one house where someone is on vacation. After the main has been cleared the gas service crew can begin installation at the beginning of August. The City's contractor is likely not to be in the area until mid to late August if Centerpoint's schedule cannot be accelerated.

    The Contractor plans on removing the pavement starting on Thursday, July 8. Storm sewer installation would begin on July 12. The milling of the street will not occur until July 19 or later so it does not interfere with the Fireman's Softball Tournament which will occur at Valley View the weekend of July 16-18.

Staff has watched the traffic on this segment and determined that there is less traffic in the AM rush than at either lunch or the PM rush and an earlier morning start, while inconvenient is probably the least disruptive.

    Significant progress was made this past week. The subcut of the soft soil material is complete, the curb and gutter has been removed and replaced. Tolerancing of the class 5 rock base will occur next Monday, June 28 with paving of the first lift of bituminous projected for later in the week, weather dependant.

    Class 5 rock has been placed on the road. Curb and gutter installation has begun. The entrance to Pennsylvania from Old Shakopee Road will be closed over the weekend and reopened Monday morning at 7 am to allow the concrete to develop enough strength to be driven over. Hennepin County approved the closure of the left turn lane and the notification of the closure was sent out to the appropriate emergency services. Paving of the road is planned for next Friday, July 2, weather dependant.

    Izaak Walton has been officially closed from East Bush Lake Road to Lakeview Road. The cul de sac has been toleranced in advance of curb and gutter installation. Paving is anticipated for Izaak Walton cul de sac on July 2, weather dependant.

    Removals are underway on Colorado Circle and W. 93rd Street. Pipe installation is scheduled for Monday, June 28 in this area.

One of the existing gas mains was discovered to contain asbestos. Proper removal of this material takes more time and Centerpoint's work may extend into the beginning of July. Centerpoint also plans on working the next few Saturdays so that they can hold to the original schedule as much as possible even with this extra work. The Signal Contractor will continue working at the signal system at the intersection of 95th Street and Lyndale. The Contractor will begin their storm pipe installation work on Lyndale the week of July 5.

  • Russell Avenue Area (between 81st Street and 82nd street includes 82nd Street from Russell Avenue to Penn Avenue)
    The gas main in the area has been installed and inspected based on the new Minnesota Office of Pipeline Safety requirements. Now that the inspection is complete, Centerpoint Energy can proceed with service installation during the week of June 28. The City's Contractor will be beginning to set up the temporary water system that will be necessary to complete the construction work. These temporary water lines will extend into the neighborhood and include areas from Xerxes Avenue east to Penn Avenue and 84th Street north to 82nd Street. The Contractor plans on starting removals and pipe installation after the July Fourth holiday.

    Class 5 rock has been placed on approximately half of the road. The rain delayed the subcut work where soft soils need to be removed. The subcut work and the placement of class 5 work will continue into next week.

    The rain delayed some of the grading of the road along with encountering some rubble in the road bed that will need to be hauled to a landfill. Some grading was completed with the installation of class 5 rock material in the area. Grading of the road will continue along with concrete removals next week.

    Izaak Walton has been officially closed from East Bush Lake Road to Lakeview Road. The contractor plans on sawcutting the existing road at East Bush Lake Road on Saturday, June 12. A storm sewer crew is scheduled to begin on Monday, June 14. The new power pole has been installed on Izaak Walton but the Xcel and Qwest wires have not been moved over yet.
  • Lyndale area (from 99th Street to 94th Street includes 96th Street west of Lyndale)
    Centerpoint Energy continues to install new gas main in Lyndale Avenue and has brought in a second crew to work in the area.     Removals along the east side of Lyndale have occurred and traffic has been reduced to one lane in each direction and shifted to the west side of the road. Centerpoint Energy will begin their work on June 1 starting approximately fifty feet south of the intersection of Lyndale and 98th Street/Old Shakopee Road.

    The traffic shift has gone fairly well, although some backups did occur for west bound traffic on Old Shakopee Road. City staff has worked with Hennepin County to adjust the signal timing which has helped traffic flow. Staff will continue to monitor and make adjustments as necessary.

  • E. 90th Street
    Tree removal along E. 90th Street in front of Valley View is complete. Some residents have expressed concern regarding the tree removal. The trees were removed along the road to accommodate the Core Linking Trail as proposed in the Alternative Transportation Plan to serve pedestrians and bicyclists that is to be constructed with the project. Approximately two-thirds of the trees removed were green ash, including a number that were rated as fair or poor by the City Forester. The Minnesota Department of Agriculture has recommended that agencies remove green ash in these categories as a way to combat the spread of the Emerald Ash Borer. These trees would have been removed regardless of the project. Many of the existing trees were also located beneath utility wires which would have required trimming as the trees grew. This trimming would likely further weaken the trees making them more susceptible to the Emerald Ash Borer. A stand of hackberries that was determined to be of higher value were left based on the recommendation of the City Forester. The removed trees will be replaced on a one to one basis and will be planted within Valley View Park. Given the space constrictions in some areas where the trail, street curb and parking lot curb are in close proximity some of the trees cannot be replaced in the same general location for safety reasons. The preferred location will be to plant the replacement trees will be near the trail along 90th Street.
  • Washburn area (includes Vincent, Upton, Thomas, Sheridan, Russell, Queen & W. 81st)
    Centerpoint Energy is complete with the gas main installation in this area and will begin installing services from the new main to the houses.
  • 82nd Street
    82nd Street will be closed between 2nd Avenue and Clinton Avenue from 9 am to 5 pm on both June 1 and June 2 to allow for the safe removal of large trees near power lines. No detour route will be provided. Storm sewer work is scheduled to begin on June 3.

The detour route will be West Bush Lake Road to East Bush Lake Road to W. 86th Street. There will also be detour signs posted on Bloomington Ferry Road and Lindstrom. Local residents will be able to access their homes, but there will be a hard closure that prohibits through movements north of Birchwood Lane. Residents will need to plan their access accordingly since they will not be able to cross West Bush Lake Road north of Birchwood.

    This closure has been coordinated with Hennepin County. Hennepin County plans on performing some culvert repair and replacement along East Bush Lake Road starting May 24. The County work is scheduled for non rush hour. There will be times when East Bush Lake Road is down to one lane with flaggers as the County completes their work. Motorists should plan for additional time while traveling through the area.

    Installation of erosion control, tree removals along with hardscape removals are the first activities planned for West Bush Lake Road. Storm sewer pipe installation will follow the removals.

    Installations of erosion control and tree removals are planned for the week of May 24 in the Izaak Walton area.

There may be lane closures Monday and Tuesday to accommodate the signal modifications including removing medians. The major traffic switch will occur on Wednesday, May 26. The traffic will be reduced to one lane in each direction on Lyndale and shifted to the west side of the road. The contractor will remove the existing pavement on the east side. Once the removals occur, the site will be turned over to Centerpoint Energy who has approximately two months of gas installation work.

    Qwest plans on beginning work on Russell Avenue sometime during the week of May 24 to relocate a vault in advance of the contractor.

PMP Street Maintenance Project
  • Pleasant Area
    Curb, gutter and storm sewer repairs are occurring. Centerpoint Energy is working in the area to comply with the MNOPS alert requirements and digging down to each sewer service. Milling of the area is projected to occur around May 18, although this may need to change if Centerpoint is not complete with their work.
  • Garfield Area
    Sod was not installed last week as it was too wet. The contractor hopes to install it this upcoming week provided that the ground and the sod field both dry out enough. Milling and overlaying of Garfield, Grand and 97 ½ is planned to occur during the week of May 17. The Contractor will be raising iron in advance of this work.
  • Portland Area
    Centerpoint Energy is only a day behind in completely the bonding work in this area and plans on being complete on Monday, May 17. The Contractor will be installing topsoil and sod if the ground and the sod field both dry out enough. Milling of the road is scheduled for mid to late next week.
  • Wellswood Area
    Centerpoint Energy has installed a new main and will be working on new services. They expect to be complete with the service work around May 25. It is unclear if this schedule will be met based on the new requirements from MNOPS. Curb replacement in the area will not occur until after the gas service work is complete.
  • Lakeview Area
    Storm sewer construction, curb and gutter removal and replacement have begun and will continue into next week.
  • Maryland Area
    Storm sewer construction, curb and gutter removal and replacement have begun and will continue into next week.
  • West Bush Lake Road
    Work on the 2010-102 (Overlay) project is being coordinated with the 2010-101 PMP reconstruct project so that the West Bush Lake Road closures overlap and reduce the closure time impact on the traveling public from two months to one month.

     

    There will be three phases of West Bush Lake Road closures. The first phase of the closure will begin on Monday, May 17 with the 2010-102 PMP overlay project initially closing the segment of West Bush Lake Road between Veness Road and W. 86th Street. The following week Phase 2 of the closure begins with West Bush Lake Road between W. 95th Street and W. 86th Street will be closed. This closure is anticipated to be for approximately two weeks. The third phase of the closure will be West Bush Lake Road between W. 95th Street and Veness Road. The detour route for all three phases will be West Bush Lake Road to East Bush Lake Road to W. 86th Street. There will also be detour signs posted on Bloomington Ferry Road and Lindstrom for Phase 2 and 3. By keeping the detour route the same we hope to eliminate some confusion between the phases. This closure has been coordinated with Hennepin County. Local residents will be able to access their homes, but there will be a hard closure that prohibits through movements north of Birchwood Lane. Residents will need to plan their access accordingly since they will not be able to cross north of Birchwood. Phase 1 closure information has been posted on the website and emergency service staff has been notified. Staff will continue to update the website and notify the emergency service staff and will be speaking on Bloomington Today.

The contract has been signed. The preconstruction conference is scheduled for Monday, May 17.

    Work on the 2010-101 (Reconstruct) Project is scheduled to begin Monday, May 24 at West Bush Lake Road. West Bush Lake Road will be closed to enable the work to occur. This work is being coordinated with the 2010-102 PMP overlay project so that the West Bush Lake Road closures overlap and reduce the closure time impact on the traveling public from two months to one month.

    The Contractor plans on beginning work on Monday, May 24.
  • Colorado Area
    The Contractor plans on beginning work on Monday, May 24.
  • Lyndale Area
    The Contractor plans on beginning removals on Monday, May 24. Once the removals occur, the site will be turned over to Centerpoint Energy who has approximately two months of work.

  • Wellswood Area
    Storm sewer construction, curb and gutter removal and replacement have begun. Centerpoint Energy has installed a new main and will be working on new services. They expect to be complete with the service work around May 25. Curb replacement in the area will not occur until after the gas service work is complete.
  • Lakeview Area
    Storm sewer construction, curb and gutter removal and replacement were delayed and will begin the week of May 10.

This closure has been coordinated with Hennepin County who will be doing some culvert work on East Bush Lake Road during the week of May 10. This will be the first of two closures expected for the overlay project construction work. PMP Reconstruct

The project is being advertised and is scheduled to open bids on April 30.

  • W. 86th Street Area
    Centerpoint Energy has a project in the NE corner of Penn Ave. at 86th Street underway. Centerpoint needs to weld an electrostop onto an existing 8" steel gas main to insulate the main. This work is in advance of the City's contractor and has created some confusion that the City's project is starting. The City's project will not begin until after the bids are opened and awarded. The project is anticipated to begin at the end of May although the Contractor may not elect to begin on W. 86th Street.

2010 PMP Reconstruct

The public hearing is planned for December 7 in front of City Council for the 2010 PMP reconstruction project. Staff has requested deferment of two streets (Izaak Walton Road and River Ridge Circle) to the December 21, 2009 meeting as some neighborhood issues are still being worked out. A neighborhood open house is scheduled to discuss Izaak Walton Road on Thursday, December 10 from 4:30-6:00 pm in the Public Works Training Room (1700 W. 98th Street).
