2012-101 PMP Street Improvement Project

The public hearing was held on November 21. All streets were ordered by Council, except for Harriet Avenue, Garfield Avenue, Stanley Circle and American Boulevard West. The hearing for these four segments has been continued and will be heard at the Monday, December 5 Council meeting.

Notices regarding the 2012 PMP Street Improvement Project have been mailed to all affected properties. Public information meetings are scheduled for November 14 at 2:00 p.m. and 5:30 p.m. in the Public Works Training Room. The public hearing is scheduled for November 21.

    The first two layers of bituminous have been paved. Manholes and gate valves have been raised. Sod/Seed installation has started and will continue the week of October 31. The final layer of bituminous is scheduled to be paved the week of October 31. E 90th Street from Portland Ave to 12th Ave is currently closed. The duration of this closure will be approximately 6-8 weeks. A detour is provided for this closure.

    The contractor has been granted a noise exception from 7am - 9am on Saturday, October 22 in this area. Concrete work is complete. The first two layers of bituminous have been placed. Boulevard restoration has started and will continue the week of October 24. The contractor plans to raise manholes and gate valves the week of October 24. Sod/Seed installation is scheduled for late in the week of October 24 and will continue into the week of October 31. The final layer of bituminous is anticipated to be placed the week of October 31. E 90th Street from Portland Ave to 12th Ave is currently closed. The duration of this closure will be approximately 6-8 weeks. A detour is provided for this closure.

    Now that the weather pattern has changed, the contractor anticipates planting late this week or during the week of October 17.

    The contractor has been granted a noise exception for Saturday, September 17 from 6am - 9am in this area. Electrical work for the signal system at 82nd St/E Bloomington Fwy is complete. W 82nd St will be closed from I-35W to Aldrich Ave on Saturday, September 17 from 6am - 6pm to pave the final layer of bituminous. This will include the closure of the on and off ramps for northbound I-35W at W 82nd St. A detour will be provided for this closure. Final striping is scheduled for early in the week of September 19.

    The contractor has been granted a noise exception for Saturday, September 10 from 6am - 9am in this area. The signal system at W 106th St/Humboldt Ave has been activated. W 106th St from Humboldt Ave to I-35W will be closed on Saturday, September 10 from 6am - 6pm to pave the final layer of bituminous. This will include the closure of the on and off ramps for southbound I-35W. A detour will be provided for this closure. Final striping for the area is scheduled for Tuesday, September 13 (weather permitting).
  • 101st and Utah Traffic Circle

    Planting soil within the traffic circle has been placed with plantings scheduled for early fall.
  • W 82nd Street
    W 82nd Street from I-35W to Aldrich Avenue

    Sod installation is complete. Electrical work for the signal system at 82nd St/E Bloomington Fwy has started and will complete early in the week of September 12. W 82nd St will be closed from I-35W to Lyndale Ave on Saturday, September 17 from 6am - 6pm to pave the final layer of bituminous.     Paving is complete. Punchlist work remains. Centerpoint needs to repair irrigation lines and resod in areas that were disturbed with their gas main replacement project. This has caused some confusion in the neighborhood as to why some areas have been restored and others have yet to be.

Activation of the signal system is anticipated to occur Tuesday, September 6. The Bloomington Police Department will be on hand the morning of Tuesday, September 6 to aid in traffic control prior to activating the signal system due to the start of school. All lane closures will be removed by the end of the day Friday, September 2 in advance of school starting on September 6. The contractor plans to close W 106th St from Humboldt Ave to I-35W on Saturday, September 10 from 6am - 6pm to pave the final layer of bituminous. This will include the closure of the on and off ramps for southbound I-35W. A detour will be provided for this closure.

W 82nd St will be closed at the northbound on and off ramps to I-35W starting at 7 p.m. Friday, August 26. This closure will be re-opened by 5 a.m. on Monday, August 29. The contractor will be reconstructing W 82nd St in this area during the closure. Those that wish to exit to W 82nd St from Northbound I-35W will be detoured to I-494 East and then south on Lyndale Ave to get back to W 82nd St for the duration of this closure.

Driveway access for residents who live on W. 102nd Street and access to Toledo Circle will be allowed during the closure. The no parking restriction on the side streets will not be enforced while the paving operation is under way in case some residents choose to park there instead. Bloomington Jefferson High School has "Jump Start" which is freshman orientation scheduled for both of these days. The paving schedule has been tweaked to accommodate these program sessions as much as possible and access to Bloomington Jefferson High School from Johnson Road via Heritage Hill Drive will not be affected.

(Rain day-Friday, August 19). Driveway access for residents who live on W. 102nd Street and access to Toledo Circle will be allowed during the closure. The no parking restriction on the side streets will not be enforced while the paving operation is under way in case some residents choose to park there instead. The tentative schedule (weather dependant) has the contractor paving 102nd Street mainline and side street connections between France Avenue and Abbott Avenue and paving the side street connections to 102nd Street that were impacted by construction between France Avenue and Normandale Blvd on Wednesday, August 17. The schedule for Thursday, August 18 includes paving the mainline road between France Avenue and Normandale Blvd, starting at France on the south side.

    Bloomington Jefferson High School has "Jump Start" which is freshman orientation scheduled for both of these days. The contractor will be grading the areas disturbed for the watermain installation the week of August 1 and hopes to have rock on the road by the end of the week. Concrete curb and gutter replacement is scheduled for the week of August 8.
  • West 102nd Street
    West 102nd Street from Normandale Boulevard to Abbott Avenue

    The contractor has a noise variance to allow work to begin at 7 am on Saturday, July 30. Installation of concrete curb and gutter, sidewalks and pedestrian ramps are winding down and anticipated to be completed by end of day on Monday, August 1. The contractor will be patching the road and beginning to install topsoil at the disturbed areas the week of August 1. Sign bases will be installed on August 3 and 4, weather permitting.

    Hennepin County and Progressive Rail will be installing a new railroad crossing at France Avenue north of Old Shakopee Road. This work will require that France Avenue be closed from Thursday, August 4 through Tuesday, August 9. Given the proximity of the road closure to 102nd Street and the need for approximately 17,000 vehicles to use alternative routes, the milling that was scheduled for the week of August 1 along 102nd Street has been postponed for the safety of the crews and convenience of the motoring public.

    The milling of the road has been pushed back to August 10 and 11 with paving scheduled for the following week.

Wiring for the signal work at W 106th/Humboldt continues and will continue the week of July 25. Storm sewer work on the south half of W 106th St is anticipated to complete by the end of the day on July 22. Grading work and placement of Class 5 continues and will complete early in the week of July 25. Concrete work on the south half of W 106th Street is anticipated to occur early in the week of July 25. Grading in preparation for bituminous placement is scheduled for the middle of the week of July 25 with paving of the first two layers of bituminous scheduled for late in the week (weather permitting).

    The contractor will be closing W 106th St at the on and off ramps from southbound I-35W Friday, June 24 at 7pm until Monday, June 27 at 5am. A detour will be provided for this closure. Storm sewer replacements and street reconstruction will take place during this closure on W 106th St in the area of the on and off ramps. The contractor will also be removing pavement on the north side (WB side) of W 106th St from Humboldt Ave to W Bloomington Fwy on the weekend of June 25, with two-way traffic running on the south side (EB side) of W 106th St beginning June 24. Storm sewer work will continue the week of June 27 with grading/Class 5 to follow later in the week of June 27 on the closed WB portion of W 106th from Humboldt Ave to W Bloomington Fwy.

    Due to the rain on Wed, June 15, the contractor was not able to complete the storm sewer and water main installation. Therefore, installation will continue the week of June 20 and is anticipated to be complete by Tuesday, June 21. The intersection of 81st Street and Russell Avenue will be re-opened on Friday, June 17 for the weekend and then be reduced back down to one lane on Monday, June 20 and the segment of Russell Avenue under construction to the south will be utilized once again. Weather permitting, the intersection of 81st Street and Russell Avenue will re-open on the evening of Tuesday, June 21. Letters have been sent to adjacent residents informing them of the access changes since this intersection is the only route to the neighborhood. The fire department has been informed of this closure.
    Removals, grading and concrete work will begin late in the week of June 20 after storm sewer and water main installation has completed.

After this is complete the line will be tested. Full service is anticipated to return to normal within two weeks. Crews were able to phase construction so that one of the high pressure lines could be placed back into service sooner than anticipated. With one of the high pressure services currently back on line, the water pressure to the area has increased, although it will still be reduced from normal until the project is complete.

    Late in the week of June 20, the contractor will begin replacing storm sewer sections that had to be removed for the new watermain. Following that operation the contractor will begin to restore the roadway.

    The area under construction is located in a high pressure water main area. With the construction two of the high pressure connections that loop to serve this area were temporarily turned off while the water main is replaced. This has decreased the pressure serving the neighborhood under construction and the area to the south. The area affected is bounded by Normandale Blvd to the east/Nesbitt Avenue to the west and by Yosemite Road to the south/102nd Street to the north. Normally the pressure in the area varies between 60 to 80 psi and with the two high pressure valves closed the pressure in the water main is currently about half of that in the 30 to 40 psi range. The required minimum pressure for a fire hydrant to adequately fight a fire is 20 psi which is being provided to the neighborhood. However, staff has received numerous complaints related to the reduced pressure since it is half of what is usual for the neighborhood. The reduced pressure is especially noticeable for showers on the second floor. The contractor was finishing up the reinstallation of water main pipe at Briar Road and Wildwood Circle where one of the high pressure feeds is located on Friday, June 10. This line will be tested during the week of June 13 with the hopes to reopen the high pressure valve towards the end of the week. With one of the high pressure services back on line it is anticipated that the water pressure will increase to the area, although it will still be reduced from normal until the project is complete

    Watermain installation will continue during the week of June 13. The contractor will be installing from Wildwood Road and head south with the new main installation. The water main should be installed by the end of the week and the following week the contractor will be installing services. Mailboxes for properties in this area where the water main is being replaced have temporarily been relocated.

    The test pit completed on Wednesday, May 11 did not encounter any debris, but was limited in size due to utilities and lane restrictions. The environmental consultant is working on the required manifests to dispose of the other regulated waste material found on site.

    With the rain, the sod fields have been too wet and placement was delayed.     Centerpoint Energy plans on having a gas service crew begin installation of new services the week of May 9. The service work will take approximately one month. In addition to the new services, there will be a new main installed in part of the neighborhood along with some new fittings.

2011-102 PMP Street Maintenance Project
  • Maplewood Area (between 1st Avenue and 2nd Avenue includes 1st Avenue and 2nd Avenue between 95th Street and Maplewood Drive)
    Centerpoint Energy anticipates completing the gas main service work early the week of May 2. The rain during the past week delayed them a couple of days. The Contractor will start work on the project on May 2 with removals and underground utility repair.
  • 83rd Street Area (between Pillsbury Avenue and Nicollet Avenue)
    Centerpoint Energy completed installing new gas main crossings at Pillsbury Avenue and Wentworth Avenue. The Contractor will start work on the project the week of May 2 with removals and underground utility repair.
  • Old Cedar Avenue (between 86th Street and 87th Street)
    The Contractor will start work on the project the week of May 2 with removals and underground utility repair.
  • 12th Avenue Area (between Old Shakopee Road and E. 97th Street, includes 13th Avenue between E. 96th Street and E. 97th Street, 12th Avenue Circle, and E. 97th Street)
    The Contractor will start work on the project the week of May 2 with removals and underground utility repair.
  • Briar Area (includes Briar Road from Vessey Road to Wildwood Circle, Briar Circle, Wildwood Circle from Wildwood Road to East Terminus, Wildwood Road from 102nd Street to Wildwood Circle)
    The Contractor will begin to install the temporary watermain system during the week of May 2 in preparation for moving into the neighborhood the week of May 16.

2010-101 PMP Street Improvement Project
  • Lyndale area (from 99th Street to 94th Street includes 96th Street west of Lyndale)
  • Russell Avenue Area (between 81st Street and 82nd street includes 82nd Street from Russell Avenue to Penn Avenue)
  • Clinton Ave Area (from E 79 1/2 Street to E 82nd Street and from E 84th Street to E 86th Street)

With the improving weather, people have inquired when the project will restart. Currently there are spring load restrictions in place that restrict the weight on any single axle on all non-exempt trucks and commercial vehicles to a maximum of five tons on non-concrete state highways, county highways, town roads and city streets. These went in place on March 14. Historically they have gone in place about a month earlier in February. Mn/DOT uses actual and forecasted daily air temperatures to determine the placement and removal of spring load restrictions. Typically the end of spring load restrictions is about eight weeks after they went into place. We are hoping road restrictions come off around May 1, but with the possibly freezing temperatures in the forecast that may not be realistic, especially since it would only be about six weeks from when they went into effect. Restart of construction will be based on road restrictions being removed and we may have to wait until May 15 or longer based on MnDOT's calculation.
